REGULATION Regarding the Open International Contest of A Cappella Singing “Moscow Spring A Cappella

I. GENERAL PROVISIONS

1.1. This Regulation stipulates terms and conditions, arrangements, and procedures for the international contest of a cappella singing “Moscow Spring A Cappella” (hereinafter – the Contest) held in the framework of the international music a cappella festival “Moscow Spring A Cappella” (hereinafter – the Festival).

1.2. This Contest is founded by the Government of Moscow. The Contest organizer is the Moscow Department of Trade and Services represented by the Autonomous Non-Profit Organization “Moscow Convention Bureau” (hereinafter – the Contest Organizer).

1.3. The Contest is held in Moscow within the period of May 1–12, 2019.

II. CONTEST GOALS AND OBJECTIVES

The Contest goals and objectives are:

1) Development and strengthening of the interregional and international relationship in the domain of culture and art; and

2) Popularization of a cappella singing as a type of performance art.

III. REQUIREMENTS TO THE CONTEST PARTICIPANTS

3.1. Both small vocal groups (from 1 to 3 persons) using additional sound equipment (devices with Live Looping functionality) and a cappella choir groups, vocal ensembles (hereinafter – the artistic groups) from Russia and other countries of the world may take part in the Contest.

3.2. Performers or artistic groups desiring to take part in the Contest shall have been involved in the singing activity for at least 1 year prior to the Contest start date.

3.3. The performers or artistic group members shall be not younger than 18 years old.

IV. REQUIREMENTS TO THE PERFORMED COMPOSITIONS

4.1. Any performer or artistic group desiring to take part in the Contest shall have a composition repertoire of non-repeating music pieces with overall duration from 20 to 30 minutes.

4.2. The contest program of any performer or artistic group may contain compositions of different music styles and directions:

1) Jazz;

2) Soul;

3) Rock;

4) Pop;

5) Blues;

6) Gospel;

7) Ethno folk;

8) Folk songs in original adaptations;

9) Popular songs of Russian or foreign composers of the XX century;

10) A cappella settings of classical instrument compositions; and/or

11) Other music genres and directions.

4.3. No performed compositions shall contain any obscene words or violate any ethical and moral rules and regulations.

V. POWERS OF THE WORKING GROUP

AND PROFESSIONAL CONTEST JURY

5.1. For the purposes of executing its powers, the Contest organizer shall approve the member list of the Working Group in the framework of the Contest holding (hereinafter – the Working Group).

5.2. The Working Group shall:

1) Coordinate activities on the Contest preparation and holding, as well as summing up the results thereof;

2) Organize the receipt and registration of applications for participation in the Contest;

3) Provide information support and publicity as to the Contest on the official website of the Contest and in mass media;

4) Be entitled at any time, upon coordination with the Contest Organizer, exclude any performer or artistic group from participation in the Contest main round if the application data are not true; and

5) Ensure that the professional Contest Jury fulfills its work.

5.3. The professional Contest Jury (hereinafter – the Jury) shall consist of the leading opera solo singers, Russian and foreign entertainment stars, inter alia those of youth genre, honored figures of culture and art, and representatives of the Russian producing companies. The list of Contest Jury Members shall be compiled subject to the Festival conception.

5.4. The Jury shall:

1) Summarize the Contest results and identify the Contest Grand Prix holder and the Contest winners;

2) Guarantee the highest impartiality when examining the Contest results; and

3) Be entitled at any times, upon coordination with the Contest Organizer, exclude any performer or artistic group from participation in the Contest if such performer / artistic group violates any provisions hereof.

VI. SUBMISSION OF APPLICATIONS FOR PARTICIPATION IN THE CONTEST

6.1. Applications for participation in the Contest (hereinafter – the Application) may be submitted from February 10, 2019 by completing a form on the official website of the Contest. The acceptance of Applications ends at 6 p. m. of Moscow time, on April 1, 2019.

6.2. Application shall be made in the Russian or English language.

6.3. The documents and materials below shall be enclosed to the Application.

6.3.1. Information about the performer or artistic group, describing the history of creation thereof mandatorily, listing any available regalia and achievements, as well as enclosing the list of concerts and performances, including dates thereof, for the period of one year prior to the Contest date (from 500 to 1,500 characters including spaces).

6.3.2. Digital color photos with the minimum resolution of 300 dpi, including one master shot photo adequate for publication, shall be provided in the form of web-link.

6.3.3. A detailed description of the contest program, specifying the list of compositions, authors thereof, performance keynotes, and duration to be used in the main round of the Contest.

6.3.4. A videotape (up to 5 minutes) of the contest program (inedited) which shall be dated the Contest year and provided in AVI format, as a web-link in YouTube, Rutube, Vimeo or VKontakte. The videotape shall be recorded by one stationary camera and have no interruptions in the performance of one composition, as well as shall image the performers life-size.

6.3.5. The confirmation provided by the artistic groups or solo performers for participation in any promotional or PR activities if Grand Prix or status of the Contest awardee is awarded thereto.

VII. CONTEST PROCEDURES

7.1. The Contest consists of the qualifying and main rounds.

7.2. Qualifying (absentia) round of the Contest

7.2.1. The Contest qualifying round lasts within the period of April 1–5, 2019.

7.2.2. During the Qualifying round, the Jury reviews and evaluates the videotapes specified in subsec. 6.3.4 hereof, as well as examines any enclosed documents and materials obtained from the performers or artistic groups.

7.2.3. Criteria for evaluation:

1) Complexity of the performed repertoire;

2) Level of the performance skills; and

3) Artistic impression (emotional intensity of performance, etc.).

7.2.4. Method of evaluation: summing up the qualifying round results by the Chairman of the Jury, based on the information provided by the Jury Members with regard to evaluation of the performers or artistic groups according to the established criteria for evaluation.

7.2.5. The performers or artistic groups eligible according to subsec. 7.2.3 hereof shall be qualified by the Jury for participation in the main round of the Contest.

The Jury’s resolution on qualification for participation in the main round of the Contest shall be documented in the minutes of the Jury’s meeting in absentia, signed by the Chairman of the Jury.

The Working Group shall notify the performers or artistic groups of qualification thereof for the main round of the Contest, at the latest of April 8, 2019.

7.3. Main (in presence) round of the Contest

7.3.1. The main round of the Contest is held in Moscow within the period of May 1–12, 2019.

7.3.2. The performers or artistic groups who passed the qualification during the qualifying round of the Contest may participate in the main round of the Contest.

7.3.3. Participants of the Contest main round are divided into four categories:

First category: from 1 to 3 persons subject to using additional sound equipment (devices with Live Looping functionality);

Second category: more than 2 persons;

Third category: more than 5 persons;

Fourth category: more than 9 persons.

7.3.4. The contest program for participation in the Contest main round shall be compiled by the performer or the artistic group and approved by the Working Group in the regular course of business, until April 22, 2019.

7.3.5. The date, time, and place of performances to be held by the performers or artistic groups in the framework of the Contest main round shall be appointed by the Working Group in the regular course of business, according to the Festival conception. The relevant information shall be posted on the Contest official website at the latest of April 25, 2019.

The performers and artistic groups will hold their performances in the framework of the Contest main round within the period of May 1 –12, 2019 in open areas of the Moscow central streets, in public gardens, and on balconies of the administrative buildings as specified by the Festival conception.

The procedure of performances to be held by the performers and artistic groups in the framework of the Contest main round shall be set by the Working Group and then communicated to such performers and artistic groups on arrival thereof in Moscow for participation in the Contest main round, as well as shall be maintained over the whole Contest period. The Working Group shall have the right to resolve on any amendment of the performance procedure in exceptional cases (due to illness of the performers or artistic group members, or due to any other circumstances of organizational nature).

Each performer or artistic group shall perform during at least 3 contest days in the framework of the Contest main round, daily for minimum 3 times in different Contest areas.

The schedule of performances shall be drawn up by the Working Group and shall not be subject to any changes.

The performances of each performer and artistic group shall be captured with video and photographic cameras.

Video recording shall cover not less than 2 music pieces of one performer or artistic group, rendered during at least any 3 performances in the framework of the Contest main round.

Photo and video footage shall be forwarded, according to the established procedure, to the Working Group within 12 hours upon each performance.

The person in charge of each Contest area/site shall:

- Ensure that performances held by the performers and artistic groups are photo-recorded and the photo footage forwarded to the Working Group; and

- Monitor the video recording of performances held by the performers and artistic groups, as well as the forwarding of the video footage to the Working Group.

Videotape requirements are stipulated in subsec. 6.3.4 hereof, except for any requirements to timing thereof. In addition, spectators shall be captured on such videotape.

7.3.6. No performers, members of artistic groups or representatives thereof shall have the right to contact any Jury members during participation in the Contest. Any breach of this provision may entail exclusion of the performer or artistic group from participation in the Contest (except for participation in any special events stipulated according to the Festival general conception).

VIII. PROCEDURE FOR AWARDING THE GRAND PRIX AND SELECTION OF THE CONTEST WINNERS AND AWARDEES

8.1. The Grand Prix holder and Contest winners ranked I, II or III within each of four categories specified in subsec. 7.3.3 hereof, as well as audience awardees, shall be selected based on the Contest results.

8.2. The Contest Grand Prix holder shall be selected by the Jury’s decision subject to the audience voting results.

When selecting the Grand Prix holder if there are differences between the Jury’s choice and the audience voting results, the opinion of the Jury’s Chairman shall be deemed decisive.

8.3. The Contest winners ranked I, II or III within each of four categories specified in subsec. 7.3.3 hereof shall be selected by the Jury’s decision.

The Jury shall have the right to select 2 or more winners ranked I, II or III within each of four categories specified in subsec. 7.3.3 hereof.

8.4. The Jury shall evaluate any performances rendered by the performers and artistic groups in the form of panel discussion, according to the criteria for evaluation as specified in sec. 8.5 hereof.

8.5. The Jury shall evaluate performances rendered by the performers and artistic groups according to the criteria below:

1) Complexity of the repertoire selected for performance in the Contest main round;

2) Level of performance skills demonstrated during the Contest main round;

3) Artistic impression (emotional intensity of performance etc.); and

4) Stage production and quality of any additionally involved means of expression (costumes, choreography, etc.).

8.6. During the Contest main round, the Jury shall act while appearing in the Contest areas/sites specified by the Working Group.

While adopting a decision on the Grand prix holder and Contest winners ranked I, II or III within each of four categories specified in subsec. 7.3.3 hereof, the Jury shall have the right to use additionally any video footage specified in subsec. 7.3.5 hereof.

8.7. The Jury’s decision regarding the Contest winners and awardees shall be documented in the minutes of the meeting held by the Jury of the Open International Contest of A Cappella Singing “Moscow Spring A Cappella”, signed by the Chairman of the Jury.

8.8. The Jury’s decision shall be final and not subject to any revision.

8.9. During the audience voting, performances rendered by the performers and artistic groups directly in the Contest areas/sites are evaluated.

8.10. The Working Group shall ensure that functionalities for audience voting are created on the Contest official website, not later than the date preceding the start date of the Contest main round.

8.11. The citizens of Russia and other countries of the world may participate in the audience voting.

8.12. The performers and artistic group members may participate in the audience voting. No performer shall have the right to cast a vote for their own benefit; no members of artistic groups shall have the right to cast votes for their artistic groups.

8.13. The performers and artistic groups not listed as the Contest laureates but having the highest number of votes obtained during the audience voting shall be awarded the audience prize.

The audience prize may be awarded to not more than 12 performers or artistic groups.

The list of performers and artistic groups awarded with the audience prize shall be documented in the final minutes of the Jury, following the Contest results.

8.14. The Contest results shall be published by the Working Group on the Contest official website.

8.15. The Contest final results shall be announced at the Gala Concert, on May 12, 2019. The Gala Concert place shall be announced additionally.

IX. FINANCIAL TERMS AND CONDITIONS OF THE CONTEST

9.1. Any financial expenses associated with the Contest organization and holding, including the prize fund creation, shall be incurred by the Contest Organizer.

9.2. The Contest Organizer shall incur the expenses below, including but not limited to the following:

1) Creation of technical conditions for the Contest holding; and

2) Payment of prizes and awards to the Contest laureates and audience awardees, as well as payment of the individual income tax for the Contest laureates and audience awardees.

Prizes in the amount specified in sec. 10.3–10.5 hereof shall be paid in rubles, by wire transfer of money to the current account specified by the Contest laureates or audience awardees. If the Contest laureates or audience awardees are performers or artistic groups from foreign states, the relevant prizes shall be paid to such performers or artistic group members in foreign currency (USD or euros) at the rate fixed by VTB 24 Bank (Public Joint-Stock Company) on the payment date.

3) Any fees for traveling to the place of performance, accommodation and other expenses arising during the Contest period shall be incurred by the Contest participants.

9.3. If any expenses payable according to sec. 9.2 hereof are incurred (or to be incurred) in currency of a foreign state, such expenses shall be reimbursed or paid in the relevant currency.

X. PRIZES AND AWARDS

10.1. The Contest prize fund shall constitute RUB 20,600,000 (Twenty Million Six Hundred Thousand).

10.2. The Contest Grand Prix holder, as well as the Contest winners ranked I, II or III within each of four categories specified in subsec. 7.3.3 hereof, shall be assigned the title of Contest laureates and shall be awarded with diplomas and prizes.

10.3. The Grand Prix amount shall constitute RUB 6,200,000 (Six Million Two Hundred Thousand).

10.4. The amount of prizes awarded to the Contest winners ranked I, II or III place within each of four categories specified in subsec. 7.3.3 hereof shall constitute as follows:

Prize for rank I – RUB 1,800,000 (One Million Eight Hundred Thousand);

Prize for rank II – RUB 1,200,000 (One Million Two Hundred Thousand);

Prize for rank III – RUB 600,000 (Six Hundred Thousand).

10.5. The audience prize amount shall constitute RUB 400,000 (Four Hundred Thousand).

XI. FINAL PROVISIONS

11.1. The Contest Organizer shall have the right to establish an additional nomination for the best performance of songs dedicated to the 74th anniversary of the Victory in the Great Patriotic War, which will be celebrated on May 8 and 9, 2019.

11.2. All Contest participants performing on the dates of celebrating the 74th anniversary of the Victory in the Great Patriotic War (May 8 and 9, 2019) shall prepare at least 1 composition dedicated to the Victory Day celebration, in the Russian or foreign language.

11.3. All Contest winners (Grand Prix laureates, winners ranked I, II or III within each of four categories, as well as audience awardees) shall make, within 365 calendar days, at least 3 posts in their social network accounts (Facebook, Instagram, VKontakte, YouTube), specifying promotional information about the Festival. Such posts shall be made at the interval of not less than one calendar month.

11.4. The Organizer shall have the right to amend this Regulation, as well as cancel or suspend the Contest at any time, without advance notice given to the participants, on the occurrence of force majeure circumstances confirmed under the established procedure.
